Primary Health Care (PHC) will be one of the main pillar of Amref Health Africa in Ethiopia to guide health system investments through PHC approach. This portfolio will ensure Amref’s engagement in primary health care, community empowerment and multi-sectoral collaboration. The following Amref’s programs falls under this pillar; human resource development, health financing, digital solutions and SBCC. Hence, the main scope of this position holder, in collaboration with the PHC program Director, includes providing technical guidance, standardization and building in-house capacity to support GOE’s efforts of strengthening PHC mainly on operationalization of the HEP road map in PHC context as a means to progressively realize UHC. As part of ensuring comprehensive packages of essential health services and reducing fragmentation across other service delivery programs, this role requires to be engaged actively in positioning PHC approach as a means of efficiency, effectiveness and sustainability for RMNCAYH, WASH, DPC including NTDs, Nutrition and PHEM programs. Furthermore, the PHC Program Manager is expected to take a notable role in resource mobilization efforts of Amref to expand its PHC program portfolio.

Job Position 1 – Program Support Officer

Required Qualification and Experience
Education: degree in Business Management, Public Health, Project Management, Economics, Development studies, Social Sciences or related fields.
Required Experiences: Fresh graduate and internship experience implementing development programs (e.g., youth development, health, economic empowerment, and education). Experience working in IYA is a plus;
Experience in project design, project management, training and capacity building.
Ability to exercise sound judgment and diplomacy, particularly related to negotiation and conflict management in a multi-stakeholder environment is required;
Ability to travel outside of Addis upon request

Job Description

Program Planning and Management:

Support the senior management, program/technical, M&E and consortium IP teams in annual planning and budgeting to develop the annual workplan; monitoring and evaluation plan, quarterly and annual progress review meetings, regular report compiling, and other required reports or products in IYA;
Assist the CSOs under IYA in preparation and review of budgets and work plans and ensure such plans are implemented accordingly;
Assist in the day to day program implementation of activities and ensure activities are in line with the approved workplan and budget;
Support technical advisors on any technical assistance and capacity strengthening activities for CSOs to enhance program quality and impact;
Support the coordination of activities within the team of technical, program and operations staff;
Support communication processes and play a liaison role among program and operations team.

Program Coordination and Communication:

Lead coordination of training activities, as well as planning technical and operations field visits from the country office; provide guidance on training coordination to CSO;
Support the SI director and the M&E team on organizing and facilitating quarterly and annual review meetings at the national level and provide support to CSOs to hold quarterly, bi-annual and annual review meetings at regional level;
Support the “kefeta” project coordinators to enhance effective coordination of all consortium members together with the respective technical advisors to ensure the implementation of the work plan;
Support CSO offices and CO staff to assess and identify technical assistance needs with regards to technical skills in close collaboration with the Capacity Development and Partnership Advisor;
Support coordination with CSOs, communications and M&E team to document lessons learned and success stories, and ensure linkages with knowledge management and other Amref youth projects, as part of an integrated approach
As the request of supervisor, serve as the liaison person responsible for nurturing relationships with youth led organizations and other key partners, and organize opportunities to share experience and learnings;

Program Monitoring and Evaluation:

Contribute to the preparation and dissemination of internal and external reports and presentation, as well as all deliverables requested by government partners and donors;
Support program and M&E team to ensure timely reporting of program activities and progress towards higher level goals and objectives per donor requirements and Amref quality standards.
Document lessons learned and share with other projects, Amref Country programs and implementing partners;
Participate in joint supportive supervision visits together with the SI team.

Program Operations:

Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources;
Provide proactive support to the program team on operations, including supporting all finance, administration and procurement needs of program and technical team; coordinate with operation support team to ensure effective program implementation;
Coordinate program operations needs, in close coordination and collaboration with the administration and logistics officer, in compliance with relevant Amref and USAID regulations
Facilitate and initiate discussions between program and operations team to proactively address arising matters or bottlenecks.
Support facilitation of the operations governance meetings and document relevant discussion summaries and share to consortium partners.

Job Position 2 – Program Technical Lead

Required Qualification and Experience
Education: Master’s degree in public health, health science or related fields

Required Experience: Experience working on PHC programs and community health domains especially in HEP and PHC reforms at national and/or regional level with at least 10 years of experience including leadership positions.

Duties and Responsibilities:

Technical Leadership on PHC approach and advice the PHC programs director to:
Ensure Amref is well positioned in thought leadership of PHC landscape in Ethiopia
Provide regular technical guidance to programs under PHC pillar
Develop standardized technical capacity building packages of activities of Amref as a TA implementing partner (standardize trainings, supportive supervisions, mentorship by contextualizing to appropriate levels in line with MOH’s guidance whenever available)
Facilitate capacity building of Amref’s technical staffs on their technical competency
Regularly monitor technical soundness of Amref’s engagement in its PHC portfolio
Collaborate with other portfolio of Amref for smart technical integration of Amref’s activities for better synergy
Coordinate technical standardization of projects and/or activities related to PHC for optimal implementation of Amref’s strategy mainly on PHC portfolio

Representation:

Represent Amref in national PHC TWGs and Task Forces relevant to PHC on technical matters
Serve as an alternate to the PHC program Director to actively Participate in community of practice of Amref HQ which are relevant to PHC approach
Participate in multi-sectoral platforms that position PHC approach upfront on technical deliberations

Evidence generation and dissemination:

By working closely with technical Teams of RMNCAYH, WASH, DPC etc , ensure evidences are synthesized to inform Amref’s PHC programing
Engage in operational/implementation researches and publications
Prepare technical briefs and position papers on PHC based on the lessons of Amref’s programs in different regions of Ethiopia
Collaborate with other programs for strategic information excellence of Amref
Organize scientific deliberation sessions/platforms within Amref for cross learning within PHC program staffs and across other program staffs of Amref.

Fostering Partnership and advocacy:

Positioning Amref in appropriate position in NGO landscape of Ethiopia in health system strengthening efforts including PHC system, health financing and quality improvement domains
Enhance collaboration among different stakeholders by engaging in appropriate PHC, health financing and quality improvement networkers
Formulate advocacy agenda of Amref on PHC, health financing and quality improvement

Resource Mobilization:

Mobilize more resources to elevate and solidify footprint of Amref on PHC, health financing and quality improvement through:
Integrated projects management within Amref
Actively hunting for opportunities of grants as prime and/or sub partner
Exploring social enterprise schemes
Other viable income generating or resource optimization innovations

Technical and operational alignment

Provide administrative and technical guidance to regional PHC program officers on PHC and related portfolio
By working closely with PHC program officer, ensure operational functions of PHC portfolio runs smoothly including HR, finance and other administrations\
By working closely with PHC M&E specialist, ensures the physical performance of PHC portfolio is per the standard
Collaborate with other programs for technical and operational excellence of Amref

Required Qualification and Experience
Education: Minimum of MSc Degree in Public Health or relevant disciplines

Required Experiences:
Knowledge on Project Management and Monitoring and Evaluation
The post holder should have at list 7 years’ experience in Ethiopian health sector and Health extension program is required
Proven experience on HEP program is a must.
