Job Position – Cash and Voucher Assistance Advisor
Required Qualification and Experience
Education: Master’s or bachelor’s degree in a relevant field, such as economics, business, international development, humanitarian studies or another related field
Experience: Minimum three years (for master’s degree) or five years (for bachelor’s degree) of progressively responsible, professional-level experience related to humanitarian assistance with strong, demonstrable background/experience with cash and voucher based programming
Demonstrated experience with needs, market, and delivery mechanism assessments, as well as response analysis frameworks.
Familiarity with emerging trends with digital payment systems and/or digital beneficiary management systems and related innovations
Preference for knowledge of the humanitarian program cycle, humanitarian coordination frameworks, general humanitarian funding landscape, and food assistance
Experience developing research and learning products related to CVA
Understanding of the Ethiopia humanitarian context
Good communication skills including technical writing, presentation, facilitation, and training skills.
Experience in designing, implementing and monitoring compliance to operations in Cash or Voucher Transfers or similar humanitarian assistance i.e. food/non-food distribution etc.
Experience in designing policies, tools, templates, SOPs and guidelines to support programme operations.
Experience delivering CVA field responses, either through direct implementation or with local/national partners
Proven record or flair for strategic planning and/or project management in the humanitarian/development sector
Experience in coaching, mentoring, and training staff in relation to CVA or broader markets-based approaches.
Understanding of approaches, tools and best practices regarding gender, age, and disability sensitive CVA
Experience in either designing, delivering, or researching on markets-based support interventions in relation to supply, infrastructure, or policy change.

Other essential requirements:
Willingness to travel to the field.
Fluent English (working language of GOAL is English).
Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, TEAMS and CVA knowledge-sharing networks.
