The United Nations(UN) Multi-sectoral seeks for a Monitoring and Evaluation Manager (M&E Manager) for our recent multi-million regional projects. The M&E Manager will report directly to the Program Director and will work closely with the M&E Director and team. The M&E Manager will provide oversight to coordinate the monitoring of the program/project and ensure key activities are being implemented efficiently to measure the program’s outcomes (including qualitative and quantitative assessments) and ultimately achieve the intended results. S/he will lead the analysis of data collected for assessment of progress and for areas of improvement. S/he will guide reporting processes amongst technical staff and consolidate program reports and promote learning and knowledge sharing of best practices and lessons learnt. The M&E Manager will work in close partnership with UN project staff, partner organizations, and government (national and decentralized) for all M&E activities, strengthening capacity where needed. Job Position 1 – Position: Monitoring and Evaluation (M&E) Manager

Required Qualification and Exprience:
Education:Minimum Master’s degree in statistics, economics, demography, development planning, public health, business, law, engineering, agriculture, social sciences, finance, education or a similar field.
A Bachelor’s degree in combination with 5 years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:At least five years of experience in monitoring and evaluation in public, corporate or any major social sector program.
In-depth knowledge of monitoring and evaluation techniques and methodologies, including conducting operational research, household surveys, and qualitative evaluations, as well as data analysis, interpretation, and reporting.
Significant experience in providing field-based technical assistance about M&E and learning in low-resource countries preferred.
Knowledge of M&E approaches and indicators for one or more project areas.
Demonstrated experience in setting up and managing M&E systems (including databases) that track performance as per the objectives of the project.
Excellent interpersonal, consensus building and negotiating skills are essential.
Analysis and data management skills, as well as demonstrated analytical skills, and experience in identifying and evaluating best practices and state-of-the-art approaches to be utilized by the project.
Mastery of statistical databases, analysis tools, and statistical software (Strata, SPSS, etc.) required, as well as strong skills in Excel, Word, Access, and PowerPoint.
Good communication and interpersonal skills, and the ability to work in a team.
Experience developing and delivering high-quality, on-time donor reports in accordance with cooperative agreement regulations.
Excellent oral and written communication and presentation skills.

Job Position 2 – Administrative Analyst

Required Qualification and Exprience:
Education:Master’s degree or equivalent in business or public administration/management, law, social sciences, finance or similar.
A Bachelor’s degree in combination with 3 years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:Up to 2 years (with a Master’s degree) or 3 years (with a Bachelor’s degree) of relevant experience at the national or international level in providing administration and/or program support services.
Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages is required.
Experience in working with UN agencies and international organizations is an asset.
Experience in maintenance of office space management is an asset.
Experience in protocol matters, registration of staff, coordination with local authority on space and other administrative matters is desirable.
Experience in coordination and organization of shipments and customs clearance, insurance, space management, and procurement of supplies for the office is desirable.

Job Position 3 – Project and Civil Engineer

Required Qualification and Experience
Education: A Master´s degree or equivalent in architecture, or civil engineering is required.
A Bachelor’s degree in architecture or civil engineering in combination with an additional 5 years of qualifying experience will be given due consideration in lieu of a Master´s degree.
Experience: Up to 2 years (with a Master´s degree) or a minimum 5 years (with a Bachelor´s degree) of relevant experience in infrastructure project implementation, in particular in works monitoring in the fields of:
Construction Engineering, including structural design engineering; and/or
Architectural Engineering.

Required Skills:

Job Position 4 – Procurement and Logistics Manager

Required Qualification and Experience
Education: An Advanced Degree preferably in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics or a related field is required.
A First University degree in combination with a minimum of seven (7) years’ qualifying experience, may be accepted in lieu of the advanced university degree.
A Chartered Institute of Supply and Management (CIPS) or similar international Certification, is desirable.
Experience: A minimum of 5 years of professional experience in advising on procurement, implementing policies and procedures and delivery for complex environments, programs and services. OR 3 years of national experience, OR + 2 years of international experience in the above-mentioned functions is required.
Experience in the usage of computers and Google Suite or office software packages.
Experience in working with the UN and/or multinational company or progressive company is required.
Experience in working with a range of stakeholders in developing and developed countries is desirable.
Experience with infrastructure-related procurement processes is highly desirable.
Personnel supervisory experience in procurement is highly desirable.
Experience in and knowledge of UN/international Procurement Rules and Regulations is highly desirable.
