Job Position-REQUEST FOR PROPOSAL (RFP)
Required Qualification and Experience
Education:Team Leader/Senior Evaluator: Master’s or higher in public health, evaluation, or related field; 10+ years in humanitarian program/project evaluations (health/nutrition/WASH); proven BHA experience; strong mixed-methods skills; excellent English writing; leadership in stakeholder engagement.
Quantitative Specialist/Data Analyst: Advanced expertise in survey design, sampling, statistical analysis (example: SPSS/R), dataset management, and GIS; 5+ years relevant experience.
Qualitative Specialist: Expertise in participatory KII/FGD facilitation, thematic analysis (example: NVIVO), protection/sensitive methods, and Age and Demographic Considerations analysis; 5+ years.
Health/Nutrition/WASH Technical Advisor(s): Sectoral expertise for tool review and interpretation of findings (roles may be combined).
Data Manager: Oversee digital data collection, cleaning, quality, codebooks, and mapping.
Field Coordinator/Supervisors and Enumerators: Local hires with survey experience and training in protection/PSEA/AAP.
All deliverables shall be submitted in professional English.
Minimum 5 years of experience in evaluation and/or research of humanitarian programs/projects, preferably related to H&N, and WASH.
Prior history of handling evaluations for USAID or donor funded projects
Provide a certified copy of business registration (company/organization).
Provide a certified copy of the tax registration
Provide information on ownership structure – the name of directors/owners of the company/organization.

A separate financial proposal with a detailed breakdown of costs (which shall include professional fees and operational budget. The applicable tax amount must be clearly stipulated and separated from the base costs
Renewed trade license (2017 E.C.).
Valid VAT registration certificate.
Taxpayer registration certificate.
Tax clearance certificate (valid at bid submission).

Fee: 300 ETB (non-refundable).
Period: July 16–28, 2026 (7 working days).
Deadline: July 28, 2026, at 9:00 in the afternoon local time.
Bid Opening: Same day at 3:15 in the afternoon local time.

Financial Proposal: Original + copy + CPO.
Labeling: Bidder’s name, address, legal stamp, and bid reference number.
Discrepancies will differ from the original document.
