Job Position-TERMS OF REFERENCE HORN OFAFRICA PHASE II JOINT PROJECT FINAL EVALUATION
Required Qualification and Experience
Education:The consultant firm should have relevant educational background and experience and have PhD/MA/MSc in Human Rights, Political Science and International Relations, Peacebuilding, Law, Conflict management, Social Sciences, development studies, Evaluation, or related fields.
Minimum 10 years of experience in conducting research and project evaluations mainly in peace building and stability projects and proven record in delivering professional results.
Demonstrated expertise in mixed-methods evaluations and participatory approaches.
Excellent knowledge of the HOA context including language like Somali, Amharic, Swahili, Arabic, and English language skill.
Experience in working with INGOs policymakers, regional agencies like IGAD, AU and executed similar activities in the HOA.
Strong knowledge of advocacy, policy influence, and civil society dynamics.
Excellent analytical, report writing, and communication skills.
Familiarity with ethical standards, safeguarding, and Do-No-Harm principles.
Experience working in fragile or conflict-affected contexts is preferred.
The team will be expected to work collaboratively, maintain impartiality, and ensure that findings are actionable and evidence based.
