The institution established as an Ethiopian Electric Utility Enterprise by Council of Ministers in accordance with Proclamation No 691/2003 Article 5 which is to determine the powers and functions of the executive bodies of the Federal Democratic Republic of Ethiopia, Public Enterprises Proclamation No. 25/1984 Article 47 (1) (a), and Council of Ministers’ organization Establishment regulation 303/2006. Enterprise is administered through Public Enterprises Proclamation No. 25/1984.
